Abstract

The legal rules of Environmental Social Responsibility have not been able to become a law that fulfills a
good one. Good legislation can be seen from the substance of the law reflected in the enforcement of the
legislation. In order to get a solution to this problem, it is necessary to examine the reform of the legal
system to realize the substance of the ideal TJSL regulation in Indonesian legislation. This study uses a
normative juridical method. Consequently, these problems make the legislation that does not specifically
formulate the principle of corporate criminal liability is difficult to apply so as to allow the emergence of
various interpretations. The effort that can be made is to fulfill the legislation policy formulation concerning
the system of corporate accountability in law carried out in the form of reforming the legal system. And with
efforts to harmonize the law as a form of process carried out to overcome the limitations of differences and
irregularities in the law.
