Abstract

development and the most efficient way of building information communications is to build from below the
village level. To that end, the government began to implement the system of development and development

development of information technology concept of Smart Village. The Smart Village concept has an agenda
for realizing information and communication management. Related to that, the Government continues to
innovate and creativity to support Smart Village program. Desa Karya Mukti Subdistrict Rimbo Melintang
Rokan Hilir is a village that is more than 300 kilo meters from the Capital City Province and approximately
100 kilo meters from the Capital District. Therefore, it is necessary to educate Infrared Technology and data
communication through Smart Village in order that the government can develop Smart Village in general
and community leaders and institutions in the village area can produce the development of Smart Village
directly in the village.
